European Union Support to Higher Education in the ASEAN Region (SHARE)

SHARE is an EU-Grant funded project implemented by a consortium consisting of British Council, DAAD, the European Association for Quality Assurance in Higher Education (ENQA) and Nuffic. SHARE entered its extension phase in February 2021.

Project Objectives

With activities in various fields of work, SHARE aims to influence higher education policy regulations, institutional institutions, but also at the individual level and is therefore aimed directly at political decision-makers, universities, but also university rectors and students.

By the end of the first project phase in June 2020, the aim was to facilitate student mobility between the ASEAN countries with the help of a supranationally recognised Qualifications Framework (QF) as well as regular quality assurance measures, a transnational credit point transfer system and various scholarship programmes. To this end, opportunities for academic exchanges between educational institutions in the ASEAN region should be evenly distributed, but also opportunities for EU-ASEAN university partnerships should be increased.

During the extension of the SHARE programme from 2021 until end of 2022, the expected results will be driven by ownership and sustainability, with a resulting vision that ASEAN partner organisations should, over the next two years, play an active role in partnering with the SHARE consortium, with the objective of taking ownership of continuing the programme’s work.

DAAD's role

Since 2011 the DAAD together with the German Rectors' Conference (HRK) has been working successfully with regional partners in the ASEAN region in the field of quality assurance (QA) in the context of the DIES Programme (Dialogue on Innovative Higher Education Strategies). In the SHARE extension, the DAAD continues to contribute to the consolidation of regional QA through the partnership in the SHARE extension.

There are three main components (so-called Result Areas) during the implementation of SHARE: (1) Policy Dialogues; (2) Qualifications Framework (QF) and Quality Assurance (QA), and (3) Credit-Transfer and Mobility.

Coordinated by the German Academic Exchange Service (DAAD) and ENQA, Result Area 2 (Qualifications Framework & Quality Assurance) aims at strengthening and disseminating the ASEAN Qualifications Reference Framework (AQRF) and the ASEAN Quality Assurance Framework (AQAF), including supporting the work of related External Quality Assurance Agencies (EQAAs) with a focus on higher education. Within the frame of bi-regional dialogue and mutual exchange, European partners share their experiences and good practices from the Bologna Process with partners and stakeholders from ASEAN, building on the work already underway across the ASEAN region, especially on the achievements by the AQRF Committee and the ASEAN Quality Assurance Network (AQAN).
