The two pillars of the DAAD portfolio, funded by the Federal Ministry for Economic Cooperation and Development (BMZ), are scholarship programmes for the training of professionals and leaders of tomorrow and higher education cooperation programmes to strengthen efficient universities in developing and emerging countries. Within this framework, the BMZ also supports DAAD programmes to professionalize university management and to support alumni from developing countries.

• Scholarship programmes: Combined Study and Practice Stays for Engineers from Developing Countries, In-Country/In-Region Scholarship Programmes and Development-Related Postgraduate Courses including scholarships funded within the BMZ special initiatives „ONE WORLD - No Hunger“ and „Tackling the root causes of displacement, reintegrating refugees“
• Higher education partnerships to develop up-to-date study programmes and to support development-related research: The four programmes "Subject-related Partnerships with Universities in Developing Countries",
  Partnerships for the Health Sector in Developing Countries (PAGEL), "Partnerships for the Promotion of Biodiversity" and DIES Partnerships were merged to form the SDG Partnerships.
• Activities for alumni for further qualification and networking: Alumni Programme, SDG Alumni Projects
• Competence centres and networks for the SDG: Bilateral SDG Graduate Schools, Exceed - Higher Education Excellence in Development Cooperation
• Higher education management: Dialogue on Innovative Higher Education Strategies (DIES) – DIES Training Courses, DIES Dialogue Events, DIES Partnerships, DIES-Projects (in cooperation with the German Rectors Conference (HRK))
• Accompanying measures: Fact Findung Missions, Material Resources Programme for Institutions of Higher Education, University Advisory Programme

Budget of BMZ-funded DAAD programmes (2022)

In 2022, the DAAD disposed of 53.6 million euros in BMZ funds for its scholarship and cooperation programmes with developing countries. Additionally, 2.07 million euros were available for higher education components of bilateral development cooperation. 

In close cooperation with the BMZ and with the participation of German and foreign universities, the DAAD has developed and introduced a results-oriented monitoring system in 2016 to further increase the quality and effectiveness of the programmes. A detailed description of how the monitoring system works and the instruments it uses can be found in the monitoring concept  for programmes funded by the BMZ. The monitoring data is evaluated regularly and is incorporated into the reports to the funding body and into the programme management.

Data collection tools

Online-based reporting of the funded universities: The project responsible use the web-based monitoring tool to report on project outputs and outcomes achieved as part of their annual report. Specific report templates are provided for each programme, which, in addition to project and programme indicators, also request further qualitative information, e.g. on challenges, learning experiences and support provided by DAAD.
Survey of scholarship holders: By means of a scholarship holders' survey, the DAAD continuously collects information on the success of studies and the long-term effects of its scholarship programmes. The survey is conducted in three waves: At the beginning of the scholarship, at the end of the scholarship and 3 years after the end of the scholarship.  
Evaluation forms: Within the framework of event evaluations, further information is collected on, among other things, the satisfaction of the participants as well as on learning outcomes and results achieved, which are incorporated into the reporting of the universities.

For the Fact Sheet "Higher Education Cooperation", data on projects from a total of eight BMZ-financed programme lines were evaluated for the reporting year 2018 and 2019.
The data are based on the annual reports of the universities implementing the projects. All data refer to projects with funding starting in 2016. No data are available for projects started before the introduction of ROM (2016).
