The scholarship scheme is open to qualified international candidates studying fulltime at German state or state-recognized higher-education institutions for a Master's or a state examination degree; EU citizens can apply starting with a Bachelor's degree. The minimum funding covers two semesters. Each grant is worth up to EUR 850 per month. The funding is initially granted for one year and need not be repaid. In addition, there is a contribution to health insurance, as well as for family members traveling along. Scholars can apply for the funding to be renewed each year, but only within the standard period of study. The scholarship places particular emphasis on non-material support.
young people committed to the political ideas of the German liberal party and willing to take responsibility. They come from any discipline at universities of applied sciences or higher-education institutions in Germany and have very good to outstanding school and academic records.
international applicants from all subject areas at universities of applied sciences and other higher-education institutions in Germany doing a full-time Master's programme or studying for a state examination degree. EU citizens can apply starting with a Bachelor's degree.
Funding is initially granted for one year. If applied for, it may be extended each year within the standard period of study.
The scholarship's worth is up to EUR 850. In addition, there is a contribution to health insurance, as well as for family members traveling along. Besides, the FNS offers non-material support in the form of a variety of projects, events and initiatives.

- personal requirements: Candidates are reliable, highly motivated personalities, who are willing to make decisions and take responsibility in the tradition of the German liberal party and ready to actively contribute to the further development of the social, political, cultural and economic life.
- social and political engagement: Candidates have a distinct liberal profile combined with an awareness of and commitment to social and political issues, which translates into participation in higher-education institutions, engagement in a liberal political party or organisations, associations and initiatives.
