Dialogue on Innovative Higher Education Strategies

The Dialogue on Innovative Higher Education Strategies (DIES) programme is jointly developed by the German Academic Exchange Service (DAAD) and the German Rector’s Conference (HRK). It offers two programme components – training courses and dialogue events – that foster the competencies of academic staff and contribute to the enhancement of institutional management at universities in developing countries. In addition, the measures facilitate the exchange on matters of higher education management between participants from Germany and the respective partner countries. In the context of DIES projects, the DAAD and the HRK cooperate with foreign partner organisations on current reform topics. For this purpose, dialogue events, and training courses in the target region are combined with a particular thematic focus. What all DIES components have in common is that they pursue a practical approach, facilitating change by means of developing the skills and competencies of individual staff members. DIES thereby aims at improving the institutional higher education management as well as aligning the higher education systems with the national and regional development goals, so as to contribute to stronger and more international universities in developing countries in the long run.

About DIES


There are four programme lines in DIES for improving university management in developing countries. The programmes encourage the exchange of expertise, the further education of individuals, institutional cooperation and, consequently, long-term structural development.


DIES training courses

DIES training courses offer practical multi-part continuing education programmes for managerial staff at higher education institutions in developing countries.


DIES dialogue

Conferences, seminars, and information visits are dialogue events that create forums for regional and transregional exchange on current reform topics in university management.


DIES projects

DIES Projects each focus on one particular thematic area. They combine the DIES programme components dialogue events and training courses. This merge of tools is the key attribute of the DIES projects, along with the long-term cooperation with the regional partners.


DIES partnerships

DIES partnerships support cooperation between German higher education institutions and partners in developing countries in the area of university management and are aimed at bringing about structural improvements at the participating higher education institutions.


DIES alumni

DIES supports DIES alumni from the various DIES training courses and projects to pass on their acquired knowledge to their home universities and other universities in their country of origin, thus multiplying the impact at a national level.
