Quality through internationality: New DAAD action programme

Bonn/Berlin, June 24, 2008. ''In the global competition for bright minds, Germany must do more,'' claimed Prof. Stefan Hormuth, President of the German Academic Exchange Service (DAAD), in Berlin today. During a press conference he introduced the new DAAD action programme. Under the motto ''Quality through internationality'' the plan is intended to serve in the coming four years as a guideline for programmes of the largest support organization for academic exchange. ''Internationalization is a key topic for the future of German universities. If we wish to maintain our position as the third-strongest host country for foreign students, we must take action now. This requires, however, more comprehensive financial support.''

Hormuth made a case for more and higher scholarships to attract highly-qualified and globally sought-after students and junior scientists to Germany. In addition, qualitative improvements and support for foreign students are also essential to provide an increased number of international students with the opportunity to successfully complete their study in Germany than has been the case thus far. The DAAD already provides various support programmes for universities. German students who today are already more mobile than their fellow students in other comparable industrial countries, must be qualified on a higher international and cosmopolitan scale. Accordingly, the aim of the DAAD is, that in the medium-term every second student should gain broader experience by doing university studies or internships abroad – currently, this applies only to every third student.

A necessary prerequisite for this is a more flexible implementation of the Bologna process. “Universities must take the opportunity and offer international qualification through an integrated “mobility window” in the course of studies or double degrees with partner universities”, explains President Hormuth. “With its global network the DAAD will in future focus more strongly on supporting universities in establishing international cooperation and the export of its range of courses offers abroad.”

Among all of this competition Germany, as a wealthy industrial nation, has a co-responsibility vis-à-vis developing countries. Therefore, the DAAD will focus on significantly increasing its share of educational expenditures for German foreign aid and will continue to provide support for developing countries through the further establishment of more efficient university-related and scientific structures. To this effect, the DAAD will set up supra-regionally oriented excellence centers at selected universities in Africa. With the support of the Ministry for Economic Cooperation and Development, the DAAD will initiate an excellence competition for development cooperation in Germany and single out up to five particularly-committed universities.
