This decoration was awarded to Professor Berchem by the German Federal President, Horst Köhler, in recognition of Berchem’s twenty years as the President of the DAAD. Previously Berchem served on the Executive Board of the German Rectors' Conference for nine years, holding its presidency between 1983 and 1987. Professor Berchem also served as the Vice-Chancellor and subsequently the President of the Julius-Maximilians University in Würzburg for 27 years (1975 – 2003).
During Professor Berchem’s presidency the DAAD has grown into the largest organisation for the promotion of scientific cooperation and academic exchange in the world, dealing most recently with 55,000 funding recipients and an annual budget amounting to EUR 270 million. Key focal points of his time in office include the integration of the former GDR into the international academic exchange network following German reunification as well as establishing links to Eastern Europe, the development of the EU’s education programmes, for which the DAAD is the national agency, and the creation of a systematic marketing strategy for Germany as a centre of higher education, science and research.
Professor Berchem will be resigning from office at the end of his fifth term of DAAD-presidency in December 2007. This June he was elected Honorary President by the General Assembly of the DAAD.
