The DIES Project on quality assurance in higher education was initiated together with the Inter University Council for East Africa (IUCEA) at the beginning of 2006 in cooperation with the German Rectors’ Conference (HRK). Initial talks with the IUCEA were held on this during a DIES Information visit to Germany by East African rectors and vice-rectors. In mid June 2006 a kickoff workshop was held on the introduction of quality assurance in Nairobi with about 30 participants from East Africa.

Background information
The end of 2006 saw a number of national workshops held in Kenya, Tanzania and Uganda with around 15 participants each in order to plan the further cooperation and to develop a self-evaluation guide for universities. On the occasion of a visit by IUCEA representatives in summer 2007, a Memorandum of Understanding on future cooperation in the field of quality assurance was signed by the IUCEA and the DAAD.
In September 2007, the three-part training measure "East African Quality Assurance Officers Course 1” was launched at the University of Oldenburg with around 30 East African participants and proved to be a great success.
November 2007 saw three national disseminator workshops held with East African deans in Kenya, Uganda and Tanzania on questions of self-evaluation and quality assurance.
In January 2008 the second part of the pilot course was held in Tanzania at which university vice-rectors, deans and key representatives of the three East African Commissions for Higher Education were able to exchange experience and develop strategies for the implementation of quality assurance through self-evaluation.
The second course for East African Quality Assurance Officers started in Oldenburg and Berlin in September 2008. 25 Founding Directors from quality assurance centres at universities in Kenya, Tanzania, Uganda, Rwanda and Burundi took part in the course. The second session of the East African Quality Assurance Officers' Course 2 was held from 27 to 31 January 2009. A group of around 50 Founding Directors from quality assurance centres at universities in Kenya, Tanzania, Uganda, Rwanda and Burundi took part in this in-service training programme for the self-evaluation in the field of studies. The final session took part in Dar es Salam, Tanzania from 22 to 26 June 2009.
