Higher Education Excellence in Development Co-operation

The programme Higher Education Excellence in Development Co-operation aims at supporting German Higher Education Institutions (HEI) together with their partners in developing countries (DC). Support is given to those institutions that contribute to the realisation of the Millennium Development Goals (MDGs) and other goals of development co-operation policy in an innovative manner. The aim is to strengthen the HEIs in the domains of education, research and consultancy.

 

The major concerns of the programme are:

  • Bringing together working units in the HEIs with a direct linkage to the MDGs
  • expanding education and research on issues of relevance to development co-operation policy in German and partner country HEIs
  • increasing the visibility of activities related to the MDGs in the general public in Germany and DCs
  • constructing Competence Centres for development co-operation by developing excellent research that can serve as a scientific "lighthouse”, is internationally attractive and competitive
  • strengthening north-south as well as south-south co-operation in higher education and research
  • expanding policy analysis and consultancy on issues in development co-operation in DCs and Germany

 By these activities, researchers and institutes are encouraged to continue and expand their commitment in development co-operation. The competence centres are meant to become think tanks for development co-operation that develop approaches for the solution of global challenges and transfer them to policy makers, donors and practitioners.

 The support measures include a guest professorship, co-ordination costs for the competence centre as well as additional instruments for foreigners and Germans. These can be combined in a flexible manner by the HEIs according to their demands and needs. The centre of measures circles around financial support for mobility of persons for the purpose of education, research and consulting. The overall goal of the funding is to substantially contribute to strengthening the structures in HEIs in DCs.

Five competences centres have been selected in a two-step process by an international peer-review group between October 2008 and June 2009. The centres receive funding started in July 1st 2009 for a period of five years and with a volume of up to 1 million Euro p.a. resulting in an overall funding of 25 million Euros over a five-year period. The programme is financed by the Federal Ministry for Economic Cooperation and Development (BMZ) of the German government.
