Simultaneously to the rapidly growing demand for higher education in developing countries there is a general trend towards globalisation in the education sector. The subsequent need for the internationalisation and quality assurance of universities and study programmes worldwide poses a major challenge to higher education institutions in developing countries.

DIES partnerships are intended to support highly qualified university leaders in the efficient use of limited resources and to create incentives for improving quality. The long-term objective of DIES partnerships with universities in developing countries is to contribute to the sustainable development and creation of high-quality, cosmopolitan universities in Germany and the partner countries. Therefore, teaching and research at the partner universities is to be structurally reinforced and existing collaborative structures between the participating universities are to be consolidated.

The funding prerequisite for DIES partnerships is the jointly developed application by a German university and at least one university abroad. Partnership projects comprising two or more universities from different developing or newly industrialised countries are especially welcome.

Programme objectives

DIES partnerships will contribute to strengthening research and teaching structures at the partner universities and to consolidating cooperation between the participating universities and institutions. The programme will support German universities to collaborate with partners from developing countries and to implement their internationalisation strategies.

Results

The numerous partnerships funded so far have contributed to developing sustainable, development-related networks in the partner regions and to strengthening expertise in development cooperation at German universities.

In order to achieve the intended programme objectives even more efficiently, the DAAD targets the needs of developing and newly industrialised countries with its funding instruments and evaluates the impact of its funding programmes. In 2016, the DAAD introduced a comprehensive results-oriented monitoring system in order to further improve the quality and transparency of its work.
